European Commission launches the Digital Omnibus Proposal

On November 19, 2025, the European Commission published its long-anticipated Proposal for a Regulation on the simplification of the digital legislative framework, commonly referred to as the “Digital Omnibus”.

The initiative aims to streamline and harmonize key EU regulations on artificial intelligence, cybersecurity, and data. By consolidating duplicative obligations and mitigating regulatory fragmentation, the proposal is intended to establish a more coherent, predictable, and innovation-supportive digital rulebook.

The Digital Omnibus package will now be transmitted to the European Parliament and the Council for negotiation and adoption through the ordinary legislative procedure.

According to the Commission, the proposal forms part of a broader strategy to simplify and enhance the effectiveness of the EU’s digital regulatory environment, ensuring that Europe’s digital governance remains both robust and adaptable in a rapidly evolving technological landscape.
